The Grant supports NOVACT and SUDs to research how Spanish companies can be held legally accountable for their role in the digital surveillance and repression of the Palestinian people, and what legal avenues exist in Spain to pursue such accountability.
Israeli digital surveillance and repression mechanisms are key instruments of apartheid, enabling systematic control over the Palestinian population. Some companies play a direct role in sustaining this system. For example by providing technological infrastructure, security solutions, and perimeter surveillance, contributing to the militarisation of borders and checkpoints. Their involvement not only reinforces Israel’s control over Palestinian life but also generates profit from oppression.

NOVACT and SUDs are researching how Spanish companies can be held legally accountable for their role in the digital surveillance and repression of the Palestinian people, and what legal avenues exist in Spain to pursue such accountability.

The Grant supports research to examine the corporate complicity of these companies through an anti-colonial framework, recognising digital surveillance as a tool of neo-colonial domination. By pursuing litigation against these companies, NOVACT and SUDS seek to challenge the companies’ role in sustaining apartheid, disrupt the economic and technological structures that enable digital colonialism, and support broader efforts for Palestinian liberation. The research will guide the formation of a multidisciplinary team—including lawyers, digital rights advocates, and affected Palestinian communities—to develop and implement litigation strategies with long-term impact.

Strategic Goal
Beyond securing legal accountability, this litigation is part of a larger movement to decolonise global surveillance infrastructures. The same technologies tested on Palestinian communities are later exported to authoritarian regimes worldwide, reinforcing racialized control mechanisms globally. By holding Spanish companies accountable, Grantee challenges not only corporate complicity but also the broader neo-colonial systems that sustain digital repression.
