Community Hubs
Our Hubs bring together those working on legal actions to ensure strong human rights protection in online spaces to collaborate and share their knowledge.
What are the goals of the Hubs?
- Foster meaningful and long-lasting collaborations amongst participants;
- Collectively brainstorm thematically aligned strategic litigation cases on digital rights issues; and
- Share best practices, knowledge and skills.
Who is it for?
Our Hubs bring together participants using the law to tackle human rights and environmental justice in online spaces on specific thematic- topics.
Participants include:
- Activists,
- Non-profit Organisations
- Lawyers
- Technical experts,
- Local community representatives, and
- Researchers.
Geographical Scope
Our Hubs bring together participants from the Council of Europe, Africa and Latin America.
What happens in the Hubs?
Our Hubs host a range of activities, including:
- Monthly online meetings;
- In-person thematic workshops;
- In-person strategic litigation retreats; and
- Inter-Hub Annual Meetups.
Community-Centred
With the Hub we aim to shift power to those most affected by human rights violations in the digital space and to challenge who defines problems, controls resources, and shapes solutions.
Organising the Hub as a community-led initiative means empowering participants to defend their interests, to build power, knowledge and solidarity. All Hub activities are community-centred: this means that we invite our participants to co-design sessions and activities based on their priorities and needs
Phased-Approach
Each Hub cohort meets online monthly for two years. During this time, we organise activities, collaborations, and skill-sharing across three phases:
– Preparation Phase: This phase focuses on strategising and research to shape the legal case. It comprises the pre-litigation efforts before you file your case. This includes connecting your case to wider human rights efforts, as well as broad aspirations and concrete goals for the impact of the legal case at hand. It also involves working with and for affected communities, selecting your partners, determining where to bring your case, and evidence gathering.
– Litigation Phase: This phase focuses on developing legal arguments, litigation planning, procedural considerations, preparing for regional court representation, community involvement and how other tools for change, like advocacy and campaigning, reinforce your strategic goals.
– Enforcement Phase: This phase focuses on all activities after a decision has been delivered. It comprises the post-litigation activities, including judgment enforcement, roundtables and development of documentation for best practices and post-judgment communications.
What are Topics in Our Hubs?
Our Hubs are organised around different thematic areas of human rights harms that happen in digital spaces.
Our first Hub, the AI and Digital Infrastructure Hub, was launched in June 2025. The Hub aims to foster collaborations on holding Big Tech, governments and other relevant actors accountable for the harms caused by AI. You can read more about the Hub here.
Our second Hub, the Digital Democracy Hub, was launched in February 2026. The Hub brings together those working on legal action holding Big Tech and governments accountable for technology-driven harms to democracy and human rights. You can read more about the Hub here.
